"Antiterrorism and Counterterrorism are often used interchangeably and even when defined separately, the distinctions are often blurred. Antiterrorism is defined however as those measures, usually passive, that are meant to reduce the vulnerabilities to the public, their families, and communities to terrorist acts. Counterterrorism refers to offensive measures taken to respond to terrorist acts to include the gathering of information and threat analysis in support of these measures."
