WASHINGTON (Reuters) – The United States believes that Syria intended to transfer long-range missiles to Lebanese Hezbollah guerrillas but there are doubts about whether the Scuds were delivered in full and whether they were moved to Lebanon, U.S. officials said on Friday.
The alleged deal to transfer the Scud missiles to Hezbollah has fueled cross-border tensions with Israel and could cast doubt on U.S. President Barack Obama's diplomatic outreach to Syria.
"We think the intent is there," a senior U.S. official said of Syria transferring the missiles to Hezbollah, a Iranian- and Syrian-backed Islamist group that fought a war with Israel in 2006.
But the senior official and two others briefed on the case said it was unclear whether the missiles, which could hit deep inside Israel, were actually handed over in full to the guerrilla group. The officials spoke on condition of anonymity because of the sensitivity of the matter.
"We believe a transfer of some kind occurred but it is unclear if the rockets themselves have changed hands," the senior official said.
A partial transfer could involve weapons parts, documents or funding, other officials said.
Another official said doubts were growing that Syria had delivered the Scuds in full and allowed them to transit to Lebanese territory: "We don't believe it happened."
'NO INDICATIONS'
"It's unclear at this point that a transfer has occurred … and the United States has no indications that the rockets have moved across the border," a third U.S. official said.
If the transfer is confirmed, it could create fresh obstacles to U.S. Senate confirmation of a new ambassador being returned to Damascus after a five-year absence.
After Israeli President Shimon Peres accused Syria on Tuesday of sending Hezbollah long-range Scuds, the Obama administration said it was "increasingly concerned" about the transfer of more sophisticated weaponry to the group.
Damascus denied the transfer and said Israel might be using the accusation as a pretext for a military strike against Syrian targets.
Hezbollah, a powerful political and military group, hit Israel with shorter-range rockets during the 2006 war as at that time it lacked a longer-ranger missile capability.
An Israeli official, speaking on condition of anonymity, said the Scuds were smuggled in the past two months to Hezbollah, which maintains a stronghold in southern Lebanon along the Israeli border.
The United States has warned that the alleged transfer of long-range missiles to Hezbollah could have a destabilizing effect on the region.
Their presence in Lebanon could raise the prospects of a preemptive strike by Israel. Hezbollah is on the U.S. terrorism blacklist, but is part of Lebanon's unity government.
Syrian and Israeli forces last fought each other in Lebanon in the 1980s. A 1974 ceasefire has kept the front between the two quiet on the Golan Heights, which Israeli occupied in the 1967 Middle East war.
The two sides held four rounds of indirect peace talks in 2008, only eight months after Israeli planes bombed a target in eastern Syria that the United States, Israel's chief ally, said was an illegal nuclear project.
Syria said the target was a nonnuclear military installation, and "reserved the right to respond in the appropriate time and place."

potrebbe anche essere…ma sono un pò scettico…israele spesso più che denunciare tende ad agire…e forse sapedo dei missili avrebbe mantenuto il silenzio fin quando non avrebbe avuto la possibilità di eliminarli. Come detto sopra potrebbe essere solo una scusa per giustificare qualche futura azione contro Hezbollah.
